Take the example of a pound/dollar coin (do dollars come in coins?) on the floor - most people would pick it up and call it "finding" it, despite the fact it clearly doesn't belong to them and someone might return within a few minutes looking for their pound/dollar (that they may desperately need for food or to reach the total value of something they need to buy). It’s clearly stealing, but some people seem to genuinely not realise when taking something that doesn’t belong to them, without the owner’s permission, is stealing.
